Almost every factory in Russia, if it has railway tracks, owns one-two small shunters like this. They aren't RZD property, but I think if we create "Operator" categories for each of such factories just to place there one-two photos, the database will become confusing. So I suggest to create "Private operator" as one of Russian operators and place here photos of such vehicles.
