The small class of 08/9's were cut down rebuilds of standard class 08/0's. They were converted for use on the Burry Port & Gwendraeth Valley freight line in West Wales to replace ageing class 03's. 3 were rebuilt in 1985 with a further two 994 and 995 added in 1987. The reason for low headroom on the line was due to the fact part of it had been a canal that was drained and reused as a railway line but none of the bridges were raised. The line has since fallen into disuse with the closure of Cwmmawr Colliery.
