Why they using top-and-tail?
The total weight of the loaded waggons was bigger than one locomotive can pull.
Although this series of locomotive can work in multiple traction (up to 3 locomotives with one crew), a bridge in Viana do Castelo in present days can not support the weight of two locomotives together. The locomotives must be at least 100 meters away one of each other to pass in that bridge.
The bridge have some structural problems (it is an old bridge).
