Here's the answer from the organizers
Not sure where you may have heard its name (though I've since referred to
it on the website). It was a private charter of our train by one of our
shareholders for his 60th birthday. 'Marches' was a pun because not only
was the train going to the Welsh Marches, but his birthday would mean
he'd encountered 60 Marches in his lifetime. emojione

I know part of your question, Marches is an English word used for describing the land each side of the boarder between Wales and England. It is not precise as the area over the centuries has changed. The tour to Hereford will be travelling through the part of the Welsh Marches.
Regarding '60'you have me there I have put a request into the tour operator to find out why.

In the UK we suffer with the encroaching undergrowth and trees. Although there are areas now where embankments are being cleared. This work is now a necessity because of 'leaves on the line' with requires RHTT to run in the autumn period to clear the leaf residue from the rail head to stop wheel slip.

Being dragged from Crewe to Portbury Docks to collect 68021 which had been at CAF Spain for testing with new mark 5 coaches sets. A driving trailer will be provided within the coach set to operate push/pull services for the new Transpennine Express services.
