Once a year, usually in November, track measurement car is ordered to the state owned Enefit's "oil shale railway". Around 200 kilometers of railways from various quarries to Auvere powerplant and Balti(Narva) powerplant. Oil shale to Balti powerplant has to be hauled via EVR infrastructure from Vaivara to Soldina. This year was exceptional beacuse Enefit didn't put their own locomotive to lead the measurement.
