BNSF moved Tier 4 demos from Streator, Illinois, to Avondale, Colorado, (Transportation Technology Center). EMD did not have a Tier 4 complaint locomotive ready by the 2015 deadliine. No EMD road units delivered to United States railroads after Tier 3 deliveries were completed. EMD is betting on the 1010 (cubic inch) engine to stay in business.
