It's a difficult question really There's nothing written about taking photos on the spans in rules. And it's oficially permitted to take photos at stations (rule 1513r). But nevertheless most policemen and security men know nothing about this. So it may be risky to take photos Somewhere they are indifferent about photographers (like Rostov-na-Donu), but somewhere they're very angry and sometimes stupid
Thanks Yuri for the answer In Poland we have the same situation. Taking photos at stations was forbidden few years ago, but now there is no ban to do that. Of course some people don't know about this and they ask about the permission. I read somewhere that one of the polish journalists had some problems because he took a photo of Sapsan.
Yes, I know about this incident. Sapsans are sometimes attacked by local residents, and therefore they're guarded "carefully". Unfortunately the most of guardians (not all of course) are ignorant people who only used to use force. They'll be happy to arrest you and deliver to the nearest police office, calling you "a foreign spy", but usually all their forces are spent in vain)
