Those guards (together with another that is in background in the middle of the photo) were taking care about the 1500 tonnes of fuel. The trains that run on this 32 kilometer line (Dorobantu - Navodari) are frequently attacked by gipsies, so... GFR (Grup Feroviar Roman) hired lunetists.
