I leafing through some books about KSR,they say the source of the Diesels in DPR KOREA.They import the Diesel locomotives that the same as French export to Iraq,the type called 220.on the other hand other Diesel locomotives comes from Soviet union once exported to the East Germany then come to DPR KOREA.I hope these information can.help you
This locomotive looks very similar to the Saebyŏl-class diesel-hydraulic locomotive manufactured by Kim Chong-t'ae Works ( https://en.wikipedia.org/wiki/Saeby%C5%8Fl-class_locomotive ). The only difference is that locomotive in the picture looks a bit longer?
Wikipedia article says: "An unknown number of Saebyŏl-class diesel shunters have been converted to 3,000 V DC electric operation by the removal of the diesel engine and the addition of pantographs and other necessary equipment; this work was carried out at the Kim Chong-t'ae Works. The rebuilt units retain their original number and paint."
Part of the text about the original numbers again makes one doubt that the locomotive in the photo belongs to the Saebyŏl class (original numbers are above 3000), but very similar design makes me think that most probably it was manufactured by the Kim Chong-t'ae Electric Locomotive Works.
