What’s that funny series of small windows in the first car? Looks like a staircase but the car is not high enough for the upper level.

They are for the rear-facing theatre seating. The rear of the car has a huge window and a rolling garage door to protect it when not in use. This train was going to Chicago, most likely, where it would then be pulled west along some route on Monday with locos at the opposite end of the train and executives on board, looking back at where they’d been.
I’ve seen one privately own carriage here in NSW that has a balcony on it. Also the Governor General’s Carriage also used on Royal Tours (long since preserved) had a balcony on the back.
